all black layer -> noise filter (gaussian – really high percent, monochromatic) -> gaussian blur (very low radius to get rid of any hard lines around the noise specks) -> mess with the levels (so it drops most of the non whites/makes non pure white noise darker) -> set blend mode to screen -> profit!

I totally did shop them Mr. Tarp!
